In my opinion they should set a spending budget of lets say £10 million in the premier league, £5 million in the championship, £1 million in league 1, £250,000 in league two, £100,000 in conference and so on. And also, if any teams wanted to spend any more money than that, they would suffer a points deduction if they did. This would add for a more interesting season, and the managers would get a lot more recognition from this as well.
