Where do new English football teams start out?

Where do new English football teams start out? Do they start in the lowest and get promoted all the way to the Premier, or do they just join whoever will take them and get promoted and relegated accordingly?

They start right at the bottom and work their way up. Starts with the Northern/Southern Premier League which is just above the Isthimian League. Thats after working your way through the local leagues!!
