What is the highest level of American Football (besides the NFL) in the world?

Dom Weezy asked:

Similar to how people would put the english, spanish, and italian leagues at the top of soccer. where would you rate the american football leagues of the rest of the world on skill and competitiveness.

The NFL would be on the top. There are not many others to compare to it. Besides it’s like comparing apples to oranges all other leagues are like minor leagues to the NFL and are stepping stones.

The UFL. Its an American Pro league. it isnt very well known. The Rams or Lions could smear their best teams though.
