    “Vallecano” means “Vallecan”, that is, “from/of Vallecas”. Vallecas is the name of the part of Madrid that is Rayo’s home. It used to be a separate village.

    “Rayo” can mean “ray”, but I’d say in this case it means “lightning”. Vallecan Lightning.
